Sounds like a wild scene in North Ogden. Envision this: A kid says he's walking home from a skate park. He picks up a broken construction sign and is on his way to take it home. A neighbor sees this, yells: “There won't be stealing in my neighborhood,” goes after the kid, pushes him, puts him in a chokehold as the boy is trying to call 911.
