Proposed legislation in the state House and Senate aims to create a Rural Groundwater Management Act to protect five gorundwater basins throughout rural Arizona. Governor Katie Hobbs says she's been negotiating with bipartisan elected state leaders to craft legislation so rural municipalities can have more authority on how to conserve groundwater without dampening economic development.
