Central Arizona Project President Terry Goddard told KTAR that CAP customers have been preparing for a 20% reduction in their Colorado River allocation and will be able to draw on reserve supplies. He said the U.S. Bureau of Reclamation's Record of Decision ignores what he describes as the Upper Basin's contractual obligation to deliver 7.5 million acre-feet of water downstream each year.
