We would all like to see a little less dysfunction and a little more function in Congress. One of the obstacles to slowing down legislation is the current rules surrounding the motion to vacate. Today, it is far too easy for disgruntled lawmakers to threaten to replace the Speaker of the House and throw the process into chaos, as we saw play out last year in the ouster of Kevin McCarthy. However, previously under Nancy Pelosi, it was impossible to vacate the Speakership. What if a simple change could be made that could find a better place in between these extremes?
