Dr. Ralph Kerr is a retired principal and superintendent. He founded the Teaching and Learning Institute to encourage public awareness of what is happening in local classrooms and school districts. TLI also seeks to increase the number of quality candidates running for school boards, potential members who are guided by traditional family values and a Judeo-Christian belief system.
